The organization

The CRADESC is a think tank and an organization under Senegalese law that works exclusively for the recognition, respect, and protection of economic, social, and cultural rights. It positions itself as a research and action center on legislation and public policies in French-speaking West Africa and the Sahel.

Contexte et justification

The Just Energy Transition Partnership (JETP) was announced at the 26th United Nations Climate Change Conference of the Parties (COP26) in 2021 in Glasgow. It is essentially a financing mechanism allowing certain developed countries to support decarbonization projects in developing countries.

Senegal, a new entrant in the category of oil-producing countries and heavily exposed to the effects of climate change, has committed to an energy policy aimed at diversifying energy sources and ensuring equitable and sustainable access to energy for all. A signatory of the Paris Agreement on climate change on September 21, 2016, it became the fourth country to join the Just Energy Transition Partnership (JETP) in June 2023.

As part of this partnership, Senegal and the International Partner Group (IPG), composed of France, Germany, the European Union, the United Kingdom, and Canada, commit to mobilizing funding of 2.5 billion euros for renewable energy projects, aiming to achieve 40% of installed electrical capacity from clean energy sources by 2030.

In a global context where intergovernmental approaches to the JETP are “top-down” with divergent views on the dimensions of “equity” and “justice”, it is urgent to engage in a deep reflection on the meaning and scope of these concepts within the partnership. The challenge remains to establish a harmonized vision of a just energy transition among the various stakeholders.

CRADESC, as an institution responding to the need for independent structures of strategic reflection and action dedicated to strengthening advocacy, is recruiting a consultant for research work on the meaning, stakes, scope, and criteria of “justice” and “equity” in the energy transition.

This research is part of its project to strengthen the capacities of non-state actors for the implementation of the JETP in Senegal-RECANE, which it is carrying out with the financial support of the African Climate Foundation (ACF).

Consultant’s missions

Cette mission a pour objectif de décliner la vision globale sur la transition énergétique qui se dégage des diverses perspectives des parties prenantes (Etats, IPG, élus, société civile, communautés, etc.) tout en définissant les critères opérationnels de mise œuvre de cette vision.

Specifically, the consultant will have to :

  • Clarify the perspectives of stakeholders on the notions of ‘justice’ and ‘equity’ and their implications in the field of energy transition strategy in Senegal;
  • Analyze the implications of the notions of ‘justice’ and ‘equity’ in the field of energy transition strategy in Senegal;
  • Determine the criteria and issues of ‘justice’ and ‘equity’ at the level of national and local elected officials, socio-professional categories, as well as communities in the field of energy transition strategy in Senegal;
  • Define the evaluation indicators for considering these criteria in the framework of the implementation of the JETP.
  • Propose recommendations to develop a harmonized vision and efficient implementation of a just energy transition in Senegal.

Specific tasks of the consultant)

  • The consultant will be responsible for carrying out all the tasks necessary to achieve the objectives set out in the terms of reference. Specifically, the consultant will have to during their assignment:
  • Participate in a preparation and framing session of the study to agree on a common understanding of the mandate and expected outcomes;
  • Examine the existing relevant documentation on energy transition, particularly on JETP;
  • Develop a methodological note indicating the working method to be developed for the success of the mission related to the research on the criteria of ‘justice and equity’ and to formulate proposals for defining these concepts while demonstrating their meaning and scope.
  • This methodological note will be accompanied by an execution schedule;Propose, for validation, a detailed program of the mission to be conducted in the field to meet with the various stakeholders involved in the issue;Produce a detailed study report on the theme;
  • Facilitate a validation workshop for the study and produce the workshop report.

Deliverable

This mission must result in the production:

  • Methodological note (or framing note);
  • Data collection tools;
  • A provisional report of the study;
  • A final report integrating the observations of the technical team of CRADESC.

Duration of the mission

The mission is planned for a duration of one (01) month. It starts from the signing of the contract by both parties.

  • A technical proposal
  • A financial proposal
